| Therw should indeed be separate components to represent Scottish/Welsh/NI spending as opposed to UK spending. A good start could be to allow the Assembly some income tax varying powers, with a commensurate drop in UK income tax rates to avoid double recovery. The argument for tax raising powers in Wales is that it would make for clearer accountability and would give the Conservatives a huge opportunity to make the case for lower taxes and careful public spending. |
